Pennsylvania Gaming Laws
In July 2004, after
many months of
closed-door
negotiations,
Governor Ed Rendell
announced that
Pennsylvania will
undergo gaming
expansions. The
newly enacted Race
Horse Development
and Gaming Act
permits
61,000 slot
machines to be
allocated at up to
14 locations. These
locations include
7-8 tracks venues,
4-5 non-track
venues, and 2
resort venues. The
initial plan
devised by the
Governor two years
ago started with a
proposed plan for
24,000 slot
machines at the
state’s four
existing
horseracing tracks.
This new
legislation will
provide tremendous
economic benefits
for both incoming
and the existing
businesses.
