The State of Minnesota allows tribally operated casinos and charitable
gambling. Minnesota has entered into eleven gaming compacts with various Tribal
governments. The compacts allow Tribal casinos to operate slot machines, bingo,
blackjack, pari-mutuel wagering, and off-track horse betting.
Minnesota has established two regulatory boards to monitor gaming activities:
The Minnesota Department of Public Safety,
Gambling Enforcement Division and The Minnesota
Gambling Control Board. The
Gambling Enforcement Division is responsible for background investigations for
the licensing of gaming operators, manufacturers, and distributors. In addition,
the Gaming Enforcement Division regulates the manufacturing, distribution, and
sale of gaming supplies such as pull tabs, bingo equipment, paddle wheels, and
tip boards.
The Minnesota Gambling Control Board is responsible for regulating gaming in
Minnesota, issuing licenses, and collecting license fees. It is also responsible
for testing, approving and registering of gaming devices in Minnesota. The fee
for a manufacturer license is $5,000 and the fee for distributors is $3,500.
